Foreign Office, October 23, 1917, YOUR telegram No. 479 of 16th October: Opium. We should be glad to have the reasons which, in your opinion, make it necessary to enter into official negotiations with the Chinese Government. Until we are able to judge of the necessity I hesitate to authorise you to adopt the course you suggest, as we should be very reluctant to become parties to any negotiations in the interests of the combine, for which we have no sympathy, and we do not see why His Majesty's Government should share the odium of the contemplated transaction.
Would not the combine be bound to come to some satisfactory arrangement if they found that legation would on no account intervene ?
